CIRI: Community Infrastructure Resilience Initiative
CIRI is ISP's signature program: a funding-first framework that helps cities, counties and private partners unlock and deploy available federal, state and local infrastructure funding, moving from reactive repairs to proactive, funded resilience planning.
How it works: (1) Activation, a simple partnership agreement with no upfront cost to the community; (2) Readiness Assessment across seven categories, delivering a Resilience Blueprint; (3) Design and Funding with engineering partners and a layered federal, state and private funding strategy; (4) Deployment of projects in microgrids, broadband, emergency communications and water security; and (5) Steward, ongoing monitoring and reporting that keeps every investment performing.
Focus areas: energy resilience and microgrids, water and wastewater security, broadband and emergency communications, public safety and continuity of operations, and community resilience hubs.
