Rahim Talley serves as the Veterans Affairs Lead for the Isaac Smith & Powell team and is the Founder and CEO of Eagle First Global, a real estate development and investment company focused on acquiring, rehabilitating, preserving, and developing affordable and workforce housing. His work leverages public-private financing tools—including LIHTC, tax-exempt bonds, HUD/FHA programs, and state and local incentives—to create quality housing, strengthen communities, and generate sustainable economic value.

Eagle First Global’s primary markets include Texas, Mississippi, and Georgia. Through its affiliated nonprofit, Eagle First Foundation, Rahim also advances community-focused programs and partnerships that connect housing investment with broader economic development. A Cornell University alumnus, he is committed to building impactful partnerships and expanding access to quality housing—one project and one community at a time.
